4NW - Building Consensus for a Strong Northwest
4NW is the Regional Leaders Board for the northwest of England. We place public, private and third sector stakeholders at the heart of decisions that shape the future of the Northwest, its people and places.
4NW has responsibility for housing, planning, transport and economic development. Jointly with the North West Regional Development Agency we have developed and endorsed Future North West, a high level statement of strategic priorities and framework for activity over the next 20 years. It provides a compelling framework for local authorities, businesses, the voluntary, community and faith sector, and government bodies to work together to deal with issues which cross local boundaries and are critical to securing a sustainable and prosperous future for the North West.
4NW has a board of members including council leaders from each of the five sub-regions, Cumbria, Cheshire, Lancashire, Merseyside and Greater Manchester, along with seven representatives from the private, non-governmental sector such as Manchester Airport Group, North West Universities Association and the North West Trades Union Congress - people who are responsible for delivering the strategy proposals at local level in the northwest.

Regional Strategies Revoked
On 6th July 2010, the Secretary of State for Communities and Local Government revoked Regional Strategies with immediate effect. A letter has been sent to all Chief Planning Officers informing them of the change. The letter also includes guidance to Local Planning Authorities on the impact of the revocation. The letter can be viewed here. We have also produced a short briefing note regarding 'Option 1' housing figures in the North West. It can be accessed here
As a result we are currently reviewing the content of the regional planning pages of this website.
Partial Review of Regional Spatial Strategy (RSS) Examination in Public Panel Report made available on Planning Inspectorate website
An independent Panel conducted an Examination in Public (EIP) of the draft North West Plan Partial Review during March 2010 and a Panel Report was completed but not published in the light of the Secretary of State for Communities & Local Government’s announcement on 6 July 2010 about the abolition of Regional Strategies.
Following a request under the Freedom of Information Act/Environmental Information Regulations, the Planning Inspectorate have made available the unissued Panel Report for the North West Partial Review.

High Speed Rail
4NW, with GONW, NWDA and Passenger Focus have received the final version of the North West High Speed Rail Study. The report builds on recent work on High Speed Rail by Network Rail and others to explore the issues surrounding High Speed Rail.
