Implementation Framework
CLG's former Planning Policy Statement 11: Regional Spatial
Strategies indicated that, in preparing any revision of the RSS,
the Regional Planning Body should demonstrate how the spatial
strategy should be implemented. A separate implementation
plan should identify both the mechanisms involved and the
organisations that will be responsible. To achieve
this, 4NW have developed the RSS Implementation Framework, as
an ongoing process which can be updated as and when

Conformity
Until the abolition of Regional Strategies / Regional Spatial Strategies in July 2010, the Planning and Compulsory Purchase Act 2004 required Local Planning Authorities to ensure that Local Development Documents were in general conformity with the Regional Spatial Strategy for their region. To do this each Local Authority was required to request the opinion, in writing, of the Regional Planning Body (4NW).
In addition, from the 24th August 2005 Regional Planning Bodies were also recognised as a Statutory Consultee. This is an important function which allowed 4NW to make comments on whether proposals for development within the North West would have a positive or negative impact on the implementation of the policies set out in the Regional Spatial Strategy.
4NW was required to respond with 21 days of receipt of full details of the planning application.
Planning applications and Local Development Documents were assessed against the Regional Spatial Strategy adopted on 30th September 2008.
