4NW Board Members and Management
The 4NW Board
4NW board members are a group of leaders drawn from public, private and third sector bodies in the Northwest. They include council leaders from each of the five sub-regions, Cumbria, Cheshire, Lancashire, Merseyside and Greater Manchester, along with seven representatives from the private, non-governmental sector such as Manchester Airport Group, North West Universities Association and the North West Trades Union Congress.
By gaining agreement and consensus amongst these key regional
leaders in the Northwest, 4NW can shape government thinking and
spending decisions that affect the future of the region, its people
and places.
The 4NW board is advised and supported by several advisory groups,
made up of lead officers from local authorities and key
stakeholders such as Northwest Regional Development Agency,
Government Office Northwest, residents groups, planning bodies,
educational and environmental groups.
The 4NW Management team
Phil Robinson, Chief Executive,
4NW

4NW Chief Executive Phil Robinson has overall responsibility for
the organisation, supporting the work of the Regional Leaders Board
and ensuring that the decisions made are delivered for the benefit
of England's Northwest. He has management responsibility for
the 40+ staff members and its budget of more than £2.5m per
year.
Phil is responsible for ensuring that 4NW's aims and objectives, as set out in its corporate business plan, are delivered on time and within budget - and that these aims accord with the wishes of the Board and central government, delivering value for money from the local authority subscriptions and grant funding received.
In addition to being the prime officer supporting the Board of 4NW, Phil sits on the Board of the Northwest Regional Development Agency as a participating observer, and is also a member of the Regional Strategy Team which includes representatives from 4NW, the NWDA, Government Office and the Regional Health Authority and seeks to ensure that the work of these important regional agencies is properly aligned.
Phil has led the successful transition of the organisation and the creation of the first Regional Leaders Board in the country - work which has been commended by the Department for Communities and Local Government.
Michael Gallagher, Director of
Planning, Transport and Housing, 4NW
Michael leads the Directorate in preparing, reviewing, implementing and monitoring the Regional Spatial Strategy (RSS). We are also working with NWDA colleagues to develop the new regional strategy RS2010, which will ultimately replace the RSS.
Responsibilities include ensuring that 4NW's Executive Board and members are advised on all relevant planning, housing and transport policy developments, and the links between regional strategies.
Michael is also developing 4NW's capacity and reputation as a well-informed, dispassionate, regionally-focussed body on regional planning, transport and housing issues.
Steve Barwick, Director of Sustainable
Development, Policy and Europe, 4NW
Steve is responsible for all of the non-statutory aspects of regional policy making. These are best described as the issues which are cross cutting, relevant across a range of subject areas, such as equality and diversity, European policy and sustainable development. In reality each of these subjects have a life of their own with various strategies that need developing and partnerships that require servicing.
Steve has also been responsible for scrutiny of the Northwest Regional Development Agency and over the past three years has examined each of the Regional Economic Strategy themes, the development of sub-regional partnerships, areas remote from economic growth as well as agreeing the Regional Strategy. He is also responsible for the large economic development agenda and leads work supporting the new group which advises the Regional Leaders Board on this important area of work.
Simon Crawshaw, Head of Corporate Development and External Affairs, 4NW

Simon is responsible for all aspects of 4NW's corporate communications, which includes media, stakeholder and public relations as well as brand development and management. This work is delivered according to the 4NW Communications Strategy which is his responsibility.
Simon's role also deals with organisational change. He works closely with the Chief Executive to provide leadership to the central services function of the organisation, including business planning and reporting and supporting the operation of the Regional Leaders Board.
Simon is also responsible for the organisation's relationship with stakeholders beyond the local authority sector, both at Board level and in managing a wider network of regional Social, Economic and Environmental Partners.
